REVERSE LOGISTICS OF SCRAP TIRES IN PETROLINA/PE AND THE ROLE OF THE MAIN CHAIN OF AGENTS

Most of the improper disposal of waste disposal is considered an environmental damage and a sanitary problem, endangering the public health. The tires, in turn, was playing a relevant role in the discussion of the real impacts to the environment. In this way, this article aims to analyze the reverse logistics system of scrap tires in Petrolina, PE, Brazil and the role of the main actors of the chain, paying attention to the normative resolution CONAMA Nº 416/2009. By the nature of this research, the methods used were qualitative and quantitative research, exploratory and field research. The results showed that the major responsibility for the allocation of most of the scrap tires are the Municipal Government of Petrolina, the CTRP S/A and the organization Recliclanip. In fact, they all allocated more than 386.16 tons tires before February 2016. However, despite the city being well ahead regarding the management of the disposal of waste tires, when compared to the same sized cities, there are problems in the local culture that prevent a faster and more efficient allocation process. Indeed, it was noted a percentage equal to or higher than 50% related to the proportion of customers that take their used tires to home after changing them, reaching in one of the cases, to 100%. Therefore, there is a need to create control mechanisms and more efficient supervisions for tire dealers in the city. Also, there is a need to promote awareness, articulation and commitment of all actors in the chain, even the poor of resources and/or information, such as tire repairmen, scrap dealers and consumers.Downloads
