Abstract

This work used a qualitative approach and used the survey of secondary data available on electronic portals of the federal government to systematize and produce analyzes on the composition of the budget revenues of the municipalities of the 39 cities of the Paraí­ba Valley and North Coast Metropolitan Region. Guided by the theoretical discussion about the production of cooperative solutions to similar problems in nearby territorial spaces, considering the Brazilian reality of the small and medium municipalities that are the majority in the national scenario, besides the studies that point to the success and the tendency of regional arrangements, The findings showed large regional disparities. As a result it was found that much can be done from the collective analysis of information not yet discussed in comparative perspective, to think of efficient solutions in governance and mechanisms of municipal management in search of a balanced development.
