UMA AVALIAÇÃO DO PROGRAMA FNE Sol

The global energy crisis has raised several questions, especially environmental ones, about the impacts promoted in its generation matrices. This article sought to evaluate the process of operation of the FNE Sol public policy in the state of Ceará, from the beginning
of its operation by Banco do Nordeste do Brasil (BNB) until 2022. This policy was created with the objectives of the National Policy for Regional Development (PNDR) and aims to finance energy projects through renewable sources. The article was carried out based on the
Sustainability-Based Assessment (ABS), seeking all its policy cycles in question, using the prism of sustainable development and its sustainability dimensions. Academic documentary and bibliographic materials from public and private institutions and information available on the internet were used. From the above, it was possible to conclude that photovoltaic solar energy is the sustainable alternative that is developing the most in the world and in Brazil, especially due to the financial increase and natural conditions in the Northeast region. Ceará
stands out nationally even with a lot of potential yet to be explored. However, the way in which FNE Sol has been conducted and operated, despite its improvements over the years, places it far below its anticipated potential. The lack of dynamism in relation to social
demands and the productive sector, and excessive state bureaucracy, end up causing obstacles that do not allow the program to fully achieve its objectives as a public policy for sustainable regional development.
