Abstract

The aim of this paper is to propose the utilization of cluster analysis technique as a way to reduce the arbitrariness during the formation of intermunicipal consortiums. To demonstrate the use of the technique, it was applied to the data of hospital health (high complexity) of the municipalities in the state of São Paulo, seeking the possible formation of consortia. As a main result, it is observed that the technique for cluster analysis shows the robustness necessary to serve as a tool in the process of consortiums formation. Thus, this article can assist public managers in the constitution of consortia: diagnosing partners best suited to the specific problem they face, minimizing the presence of free riders, and improving the provision of public goods to the population.
