SUSTAINABLE PUBLIC PURCHASES: A STUDY FROM THE CITY OF SÃO JOSÉ DOS CAMPOS
Abstract
The bidding is the formal administrative procedure in which the Public Administration calls, through conditions established by means of public notice, companies interested in submitting proposals for the offer of goods and services. The purpose of the bid is to ensure compliance with the principle of isonomy and select the most advantageous proposal for Public Administration and that favors the public interest itself. Thus, state purchasing power is indisputable and should achieve economic, social and currently environmental objectives. In this context, the objective of this article was to survey the number of electronic trading sessions in the municipality of São José dos Campos / SP, in the year 2017, which adopted sustainable public procurement practices in the acquisition of goods and services. In order to do so, an exploratory bibliographic research was carried out and a documentary case study was carried out in the municipality of São José dos Campos, in the adjudicated and homologated processes, in the year 2017. With the bibliographical survey, it was verified that the scenario of purchases and Public contracting involves a consumption of resources that can mobilize important sectors of the economy and thus contribute to the achievement of sustainable development goals and fulfill the fundamental political objectives in the environmental, social and economic field. On the other hand, the data collection carried out at the city hall of São José dos Campos showed that the situation is still an initial one and uncertainties regarding the lack of effectiveness of the bidding process, since most companies are not prepared to meet the needs of the public sector for products and services. sustainable services. The municipality demonstrated the initiative to make sustainable purchases, but there is still much to be done.Downloads
