URBAN MOBILITY AND SEGREGATION: AN ANALYSIS FROM THE FOOTWEAR, IN JARDIM ÂNGELA DISTRICT/ SÃO PAULO - SP - BRAZIL

Abstract

Physical problems of urban mobility imply socioeconomic immobility. This issue is present in the discussions concerning the displacement of people between peripheral and central areas, especially in large cities of developing countries, like the city of São Paulo in Brazil. Urban problems affect the entire urban population, but fall more heavily on the poorer population, which suffers from the various forms of socio-spatial segregation. But what can be said about the poor, who live in places of high social vulnerability, and which is characterized by low mobility, like wheelchairs and the elderly? The objective of this study was to select the District of the city of São Paulo that presented the highest Paulista Social Vulnerability Index (IPVS), according to data from the 2010 Demographic Census, and to identify the main irregularities found on sidewalks, observing the provisions of municipal legislation and regulations in force. An exploratory research was carried out, with a qualitative approach, constituting a Case Study and the bibliographical survey and technical evaluation in the field were used as research instruments. For this, the selection of the routes evaluated was by lot, obeying the principles of randomness. The technical surveys carried out in the period from May to July 2018 made it possible to verify the precariousness of the public walkways, as well as the absence of technical criteria and respect to the standardization in its construction and maintenance. It is hoped that the results presented and discussed will contribute to the actions of public authorities linked to the management of cities, especially those related to improvements in the accessibility and mobility conditions in peripheral areas, thus contributing to the construction of more just and inclusive cities.
