Abstract

The article aims to evaluate the main barriers and facilitators aspects related to the implementation of sustainability criteria in the biddings by the main actors involved in the purchasing process of a federal education institution. The method used for data collect was the semi-structured interview and the analysis of econtent was used for examination of data. Participants considered as facilitators the following aspects: capacitation, management's action, communication (internal), legislation, performance of the control organs and the acting of the companies (external) and, as barriers to implementing, management inertia, reluctance and unfamiliarity (internal), market scarcity, legislation and control organs (external). It was concluded that many barriers are still present in the institutions when the subject is sustainable bidding and it is necessary to make efforts for this reality to be modified.
