Abstract

The present work aims to identify the evolution that occurred in the IDHM in the municipalities that make up the Association of Municipalities in the Center South Region of the State of Paraná - AMCESPAR. The research is classified as applied, descriptive, with a qualitative, bibliographic and documentary approach. The research population is all municipalities in the State of Paraná and the sample is restricted to the ten municipalities that make up AMCESPAR. Data on the IDHM of the studied municipalities were collected in the period between 1991 and 2010. The analysis of the indicator's behavior allows inferring about the relevance of public policies for the population, improving the quality of life. In the development of the work, the state's territory and intervention power were characterized, as a public policy maker and provider of basic needs for citizens who are in a vulnerable condition.
