PLANEJAMENTO CENTRALIZADO OU DESCENTRALIZADO DO SISTEMA DE ESGOTAMENTO SANITÁRIO

DESAFIO PARA A TOMADA DE DECISÃO DOS INVESTIMENTOS NO MUNICÍPIO DE BELÉM/PA

Abstract

The present work analyzes the design of the Sanitary Sewage System (SES) in the city of Belém, Pará, considering the planning instruments of the holder and the service provider. In Steps 1 and 2, data from the Sanitary Sewage Master Plan – PDSES (2010-2030) of the Pará Sanitation Company (COSANPA) and the Municipal Basic Sanitation Plan - PMSB (2020-2040) of the Municipality of Belém had their data collected and systematized. Then, the design alternatives were compared with the service period, the population served at the beginning and end of the planning, the number of sewage basins (BEs), and the value of the investment in the SES. Despite the large differences in design and population in the last year of planning (19 BEs and 2,205,002 inhab. in 2030 in the PDESES and 5 BEs and 1,508,986 inhab. in 2040 in PMSB), the two planning instruments are used in projects and works at the SES in Belém. It was found that the centralization of the SES is more expensive (R$ 2,012,277,148.00) when compared to the decentralized design (R$ 1,096,711,299). It was recommended that the holder and the service provider standardize the planning of the SES of Belém, with an adequate design for the optimization of resources until the target year (2033) established in Law 14.026/2020.
