Abstract

In view of the role of the State to promote and advance greater sustainability in the market, linked to the role of the leader in the context of organizational change, the objective of this article is to highlight the barriers encountered in an organization and how the role of the leader can assist in passing it. The possibility of the collapse of environmental resources at a global level has fostered debates about the impacts resulting from their inadequate consumption. In this context, several countries began to adopt guidelines and methodologies to insert sustainability criteria into their contracts, a practice that was named sustainable public contracting. The State, as a consumer of goods and services, started to insert sustainability criteria in its contracts. The theoretical framework of the work is the theory of practice. Data were obtained through a survey, obtaining 62 responses, and the result, referring to barriers, based on response percentages and by graphic analysis. Considering the barriers identified and the role of the leader in the organization, the scenario brings with it the need to readaptation in the way of acting of the Public Administration, where an efficient leadership can outline new management standards, in addition to the harmonization between development and sustainability. As a contribution, the literature on sustainable public procurement and the role of the leader in this context is expanded, identifying the barriers they must go through, together with their subordinates, when dealing with sustainable public procurement. Additionally, strategies were identified that can help the leader to overcome the barriers encountered.
