Abstract

The concept of territorial governance involves society's ability to manage public affairs in a collective and organized manner. Therefore, this article aims to analyze the industrial zoning policy of the municipality of Itapevi/SP and the impacts of the expansion of the pharmaceutical industry on local development in order to understand the relationship with the accumulation of capital in the region and the contributions of this governance in attracting these companies. The adopted methodology is the bibliographical and documentary research and the temporal analysis of the industrial zoning policy and the industrial zoning legislation focused on the creation of the Predominantly Industrial Use Zone (ZUPI), as well as quantitative studies of the municipality's socioeconomic indicators and the evaluation local economic impacts in recent decades. The results of this study show that the creation of ZUPI-1 and the arrival of the pharmaceutical industry brought positive impacts to the local economy, generating jobs and increasing revenue. It is concluded that territorial governance contributes to economic development and to attracting investments in the industrial sector and that the temporal analysis of zoning legislation allows understanding the impact of public policies on capital accumulation.
